At the start of every new school year, the atmosphere brims with optimism. Administrators take center stage, delivering stirring speeches about collaboration, teamwork, and shared responsibility. Words like, “I can’t do this alone; it takes all of us working together,” resound in school auditoriums and staff meetings. Yet, these ambitious promises often feel disingenuous, rarely materializing into meaningful, actionable practices. Over time, this disconnect leaves many educators disillusioned, especially those working with specialized populations like English learners, whose needs demand nuanced and thoughtful attention.

Throughout my career, I’ve encountered this dynamic repeatedly. For educators, particularly in fields like ESL, the gap between an administrator’s rhetoric and their actions isn’t just disappointing—it can be downright detrimental. Dishonest or ambiguous approaches to collaboration undermine trust and directly affect students’ learning outcomes. The future of education hinges on addressing this issue by prioritizing teacher voices in decision-making. When educators are supported with platforms to shape policies and instructional designs, they can transform classrooms and schools. On the other hand, when their expertise is sidelined, the entire system becomes more convoluted, failing to serve those who need it most.

I recall working with an administrator who declared to the ESL team, “You are the experts, and I need your input on how we move forward.” Naturally, we were elated. We understood the unique challenges English learners face, and we were eager to share proven strategies that could address these obstacles. However, our enthusiasm quickly faded as our ideas disappeared into the arcane bureaucracy of the school system, buried under competing priorities and procedural inefficiencies. Our input wasn’t rejected outright—it was simply ignored. This pattern, where teacher expertise is acknowledged in theory but dismissed in practice, is far too common, particularly in public education. Decision-making often rests with individuals disconnected from the day-to-day realities of the classroom, resulting in policies that fail to meet the nuanced needs of students.

For English learners, this oversight can be particularly damaging. These students require specialized instruction that balances their language development with academic content. ESL teachers are uniquely equipped to navigate these complexities, yet their expertise is frequently undervalued. For example, I’ve seen districts implement broad literacy initiatives aimed at improving outcomes for all students, only to find these programs ineffective for ELLs who are still mastering foundational language skills. By not consulting ESL teachers, administrators miss critical insights into scaffolding, targeted vocabulary instruction, and the integration of culturally relevant materials. The result is a well-intentioned policy that feels both perplexing and inadequate, failing to address the very challenges it aims to solve.

Teachers are on the front lines of education, observing daily what works and what doesn’t. This ground-level perspective is indispensable. When policies are shaped with teacher input, they strike a balance between ambition and practicality, resulting in greater effectiveness. Moreover, involving educators in decision-making fosters a sense of ownership and investment, creating an environment where teachers feel supported rather than sidelined. This collaboration benefits students, particularly those in diverse and vulnerable populations, whose needs might otherwise be overlooked. And while there likely are schools and districts that practice this generally, they are the exception, not the rule.

To create lasting change, schools and districts must prioritize the inclusion of teacher voices. Structured opportunities for feedback, such as focus groups or advisory committees, should be established to ensure that educators, especially those in specialized fields like ESL, have a seat at the table –and actually implement those suggestions. Moreover, administrators must be transparent about how teacher feedback is utilized and be willing to provide clear explanations when recommendations cannot be implemented. Professional development should empower teachers to effectively contribute to policy discussions, ensuring their expertise is both heard and valued. Also, school leaders must be held accountable for fostering collaborative environments where teacher input informs decision-making processes.

The systemic challenges facing education cannot be solved in isolation. Teachers must be seen as partners, not passive participants, in shaping the future of schools. For English learners—whose educational journeys are often marked by unique and complex barriers—the stakes are too high for administrators to continue operating in silos. By moving beyond empty platitudes and embracing genuine collaboration, schools can become transformative institutions. Only then will educators feel truly respected, rather than disillusioned, as their voices shape policies that truly serve students. In the end, the path forward may feel arduous, but with commitment, transparency, and trust, the future of education can be a shared triumph.
